2012 NFL Draft: Nick Foles and More Seniors Who Will Help Stock During Offseason

There are always a couple prospects who slide through the cracks for a while before rising up big boards during the run up to draft day. The most common reason for the jump is impressive offseason workouts, which you can expect from the three seniors below.

?

Nick Foles (QB ? Arizona)

The first thing that will jump out about Foles is his prototypical quarterback size. At 6'5'', 240 pounds he shouldn't have any problem holding his own at the next level when monster pass rushers are baring down on his blind side.

His numbers aren't too shabby, either. He completed 69 percent of his passes for over 4,300 yards and 28 touchdowns for the Wildcats this season. They've continued to place more pressure on his shoulders with each passing year, and he's risen to the occasion each time.

Since Matt Barkley decided to return to USC for his senior season, there's an opening behind Andrew Luck and Robert Griffin III to be the third quarterback selected. Don't be surprised if Foles ends up outdueling Landry Jones and Ryan Tannehill to earn that distinction.

?

Zebrie Sanders (OT ? Florida State)

If there's one position that basically every NFL team could use more of, it's offensive tackle. Between injuries and ineffectiveness, you can't have enough depth, especially when you consider how important tackles are in all facets of an offensive attack.

As of right now, Sanders is on an island. He's not really an elite prospect that teams would be willing to select early in the first round, but he's ahead of the second tier of players who will likely starting flying off the board in the middle of Round 2.

He's a four-year starter and has made great strides during his time at Florida State. If there's any concern, it's his ability to slow down speed rushers. Look for him to have a strong combine that will push him up big boards before April.

Which of these players will turn into the best pro?

Which of these players will turn into the best pro?

  • Nick Foles

  • Zebrie Sanders

  • Jared Crick

?

Jared Crick (DE ? Nebraska)

Crick suffered a pectoral injury that forced him to miss the second half of the season for Nebraska. It's also caused his draft stock to take a hit as analysts are unsure how he'll recover from the injury heading into his first pro season.

He's not a top-notch pass rusher or dominant run stopper, but instead what you'll get from Crick is a tireless worker. He doesn't take plays off and will be most effective in the latter portion of a game, when opposing linemen are wearing down and he's still operating at full speed.

It's his work ethic that will impress scouts as they make their final evaluations and should end up pushing him into the middle of the first round before it's all said and done. That's assuming he's able to prove there are no health concerns, of course.

Recap: New Mexico St vs. New Mexico

Drew Gordon was unstoppable as he scored 23 points and pulled down 19 rebounds for the Lobos as New Mexico took down the New Mexico State Aggies 89-67 in an in-state clash at the Pan American Center.

Tony Snell led New Mexico (11-2) with 24 points as he made 5-of-9 from the field and 9-of-9 from the charity stripe. Kendall Williams chipped in 12 points for the Lobos as they won their ninth-straight game.

Wendell McKines did his best to keep New Mexico State (8-5) in the game as he recorded a double-double of his own with 25 points and 15 rebounds. Hamidu Rahman had a solid contribution with 19 points on 6-of-8 shooting from the field. The loss was the second in a row for the Aggies.

The Aggies trailed by three with 10:57 left in the first period before New Mexico went on a big run to take a 46-25 lead into the intermission. The Lobos shot 41.7 percent from the field and made 8-of-12 from three-point range while New Mexico State shot just 25.7 percent from the field and went 0-of-6 from beyond the arc in the first half.

New Mexico continued to produce on the offensive end after the break as it made 50 percent of its field goals and 9-of-11 from the charity stripe in the second half. The Aggies attempted to claw their way back as they scored 20 points in the paint, 15 points off of turnovers, and 16 second chance points in the second half. Despite New Mexico State's improved performance, the Lobos led by as many as 34 and enjoyed a comfortable lead throughout the second half.

Three-point shooting played a big factor as the Lobos poured in 12-of-24 from beyond the arc while the Aggies made just 1-of-14 of their three-point shot attempts.

European shares rise on Italian debt auction

LONDON | Wed Dec 28, 2011 12:38pm GMT

LONDON (Reuters) - The FTSE 100 rose on Wednesday in thin holiday trade, as gains in defensives outpaced waning riskier mining stocks as the index edged towards key resistance levels.

London's blue chip index .FTSE was up 34.95 points, or 0.6 percent, at 5,547.65 by 12:07 p.m. BT, extending the pre-Christmas rally which has seen the blue chip index turn marginally positive for December, although trade was thin at just 17 percent of the FTSE 100's average 90-day volume.

Traders said there was little to prevent the UK's benchmark index nearing early December highs of around 5,590 but beyond that uncertainty prevailed from a technical standpoint.

"The immediate outlook remains mixed. On the upside strong resistance is seen near the upper bollinger band and the 200-day moving average at the 5,616 level," said Atif Latif, a director at Guardian Stockbrokers.

"A clear break above 5,616 is required for the index to come out of the consolidation zone. Above 5,616, resistances are at 5,690 and 5,745 levels."

The broader global economic outlook -- large debts, low growth -- remains a concern for investors and a key psychological hurdle preventing UK equities from breaking out of their current range, and those worries are set to peg back the FTSE 100 next year.

Angus Campbell, head of sales at Capital Spreads, who sees the FTSE 100 grinding up to 5,800 by end-2012, said: "With so much continued uncertainty investors will probably be spending most of 2012 walking a tightrope. As a result tentative investors will probably want to think about conserving capital as well as the potential for a little bit of upside."

"This means defensive stocks have to be considered as part of any equity portfolio," he said, adding Centrica (CNA.L) was his top pick.

It was the defensives -- which have largely outperformed the FTSE 100's 6 percent fall in 2012 -- which led the index higher on Wednesday.

British American Tobacco (BATS.L) and Imperial Tobacco (IMT.L) were up 2 and 1.6 percent, respectively. Drugmaker GlaxoSmithKline (GSK.L) was up 0.9 percent, while Vodafone (VOD.L), liked for its dividend, was 0.7 percent higher.

The world's No.3 retailer Tesco (TSCO.L) was a big blue chip gainer, up 2.5 percent on hopes sales figures would show a pre-Christmas spending boost on the high street.

And traders said the prospect of better ad revenues on the back of decent TV audience figures for its top-rated Christmas shows helped lift ITV (ITV.L) 2.9 percent.

Banks gained although it was the two defensively perceived Asia-focused lenders HSBC (HSBA.L) and Standard Chartered (STAN.L), up 0.6 and 1.7 percent respectively, which bumped up the sector.

OILS HIGHER

Integrated oils .FTNMX0530 gained as crude prices held above $109 a barrel after rallying for six straight sessions.

Crude prices were supported by a threat from Iran to halt oil shipments through the Strait of Hormuz if foreign sanctions were imposed on its crude exports over its nuclear ambitions.

Miners .FTNMX1770 lagged the broader index gains as copper prices dropped, snapping four days of gains on concern demand may wane after a report said U.S. single-family home prices fell slightly more than expected in October.

A bigger-than-expected slump in Japan's November factory output after Europe's debt crisis and flooding in Thailand hit major manufacturers also hurt copper prices.

Evraz (EVRE.L), Russia's largest steelmaker, fell around 4 percent, hit by news that an earthquake has forced the suspension of coal mining operations in Siberia's Kuzbass region.

International Airlines Group IAG.L shed 1.6 percent ahead of a strike by Iberia pilots, which is still planned to go ahead tomorrow after talks on Tuesday failed to avert the industrial action.

Luxury goods group Burberry (BRBY.L) was the only blue chip trading ex-dividend on the final Wednesday of 2011, clipping 0.12 points off the index.

NBA Commissioner David Stern opens season hearing boos from fans in Dallas

DALLAS - NBA Commissioner David Stern opened his lockout-delayed season by hearing boos from fans.

Stern was in Dallas for the NBA finals rematch between the Mavericks and Heat, and he was on the court for the start of the Mavs' banner-raising ceremony honoring their first championship. The jeers came as soon as he started speaking, but he quickly turned them into cheers by offering his congratulations to team owner Mark Cuban.

Cuban's often contentious relationship with Stern could've been as much of a reason for the boos as the lockout, which pushed the opener from Nov. 1 to Christmas and cut the season by 16 games.

Cuban and Miami's Mickey Arison were among five owners who voted against the labor deal. Stern downplayed that, hailing the agreement as beneficial to everyone.

London subway strike delays Boxing Day shoppers (AP)

LONDON ? London's subway drivers have walked out over a pay dispute, causing trouble for thousands of shoppers out to take advantage of the traditional Boxing Day sales.

Transport for London has warned that shoppers seeking out bargains at the capital's shopping centers face "severe disruption." Several Underground lines have been suspended, and limited services are operating on the rest of the subway network.

The ASLEF union is staging the one-day strike to demand for extra pay for members working on the public holiday.

Despite the disruptions, large crowds of shoppers started flooding department stores in London and other British cities as soon as doors opened early Monday.

The union plans to stage three more strikes in January and February if the dispute is not resolved.

France to pay for removal of risky breast implants (AP)

PARIS ? France took a costly and unprecedented leap Friday in offering to pay for 30,000 women to have their breast implants removed because of mounting fears the products could rupture and leak cheap, industrial-grade silicone into the body.

Tens of thousands of other women elsewhere in Europe and in South America have the same French-made implants, but authorities there have so far refused to follow suit. The silicone-gel implants in question are not sold in the U.S.

Over the past week, the safety fears have created a public furor over something usually kept private, even in France. Women, some whose own families didn't know they had their breasts enlarged, marched on Paris to demand more attention to worries about what might be happening inside them. Images of leaky, blubbery implants and women having mammograms have been splashed on French TV.

More than 1,000 ruptures pushed Health Minister Xavier Bertrand to recommend that the estimated 30,000 women in France with the implants get them removed at the state's expense.

Bertrand insisted the removals would be "preventive" and not urgent, and French health authorities said they had found nothing to link the implants to nine cases of cancer in women. The death last month of a woman who had the implants and developed a rare cancer ? anaplastic large-cell lymphoma ? had catalyzed worries.

The implants, made by the now-defunct French company Poly Implant Prothese, were pulled from the market last year in countries around Europe and South America where they had been sold. The company's website said it exported to more than 60 countries and was one of the world's leading implant makers.

International police agency Interpol put PIP's former director, Jean-Claude Mas, on its most-wanted list, based on a warrant from Costa Rica for crimes involving "life and health." Interpol's website carries a photo of the 72-year-old Mas but no details about his alleged crimes or link to Costa Rica. Mas' lawyer could not be reached for comment Friday.

France's health safety agency says the PIP implants appear to be more rupture-prone than other types. Also, investigators say PIP used industrial silicone instead of the medical variety to save money. However, the medical risks posed by industrial silicone are unclear.

The financial burden of the French government's decision falls on the state health care system, which estimated the removals could cost euro60 million ($78 million) at a time when the country is teetering on the brink of another recession and struggling with debt.

In recommending removal, the government noted the risks associated with major surgery and general anesthesia.

Because of those risks, many women may decide against removal. The government said those women should be examined every six months.

After the French decision, Britain's Medicines and Healthcare Products Regulatory Agency announced that it doesn't see enough proof of cancer or an excessive risk of rupture to recommend women in Britain have the implants removed. Up to 40,000 women in Britain may have had the implants, even more than in France.

Britain's chief medical officer, Sally Davies, said women "should not be unduly worried."

"While we respect the French government's decision, no other country is taking similar steps because we currently have no evidence to support it," she said.

The president of Brazil's Plastic Surgeons Association, Jose Horacio Aboudib, said it would be premature to have women remove the implants if they are not having any problems. About 25,000 women in Brazil received PIP implants.

"There is always a risk associated with surgery, and there is a cost. In France, the government is paying for it. Here it's not considered a public health risk, so the patient would have to pay for it," he said.

Medical authorities in Argentina and Venezuela recommended closer monitoring of women who have the implants.

In the U.S., concerns about silicone gel implants in general led to a 14-year ban on their use, in favor of saline-filled implants. Silicone implants were brought back to the market in the U.S. in 2006 after research ruled out links to cancer, lupus and some other concerns.

In France, one reason for the alarm was the uncertainty over the ingredients of the silicone used and the risk to internal organs. Also, while all breast implants can burst, especially as they get older, "these implants have a particular fragility" and appear to pose risks of rupture earlier in their life spans than other implants, said Jean-Claude Ghislain of the French health agency AFSSAPS.

France's state health care system normally pays for implants for medical reasons, such as after a mastectomy, but not for cosmetic implants. About 80 percent of those with the PIP implants had them for aesthetic reasons.

Annie Mesnil, who had a PIP implant to replace a breast removed after cancer in 1999, said she was relieved that the Health Ministry "accepts the idea that there is a potential danger." But she added: "It's not enough. They will pay for the removal of the implants, but they will not pay for the replacements."

After the PIP product was recalled last year, a mammogram and ultrasound did not reveal any problems with Mesnil's implant. But Mesnil, 62, had it removed anyway, at her own expense, out of fear.

When her surgeon took it out and studied it, "he discovered it had already burst," she said. "I don't know what's spilled inside my body."

The state health care system only reimburses about 230 euros for implant removal operations, but public hospitals that provide the service for that low fee are rare and overbooked. Most plastic surgeons in France are private practitioners who can charge five to 10 times more than that for a removal. Some plastic surgeons have agreed to lower their fees under government pressure.

Chantal Guerin, a 46-year-old accountant and mother of three, had her left breast removed after cancer and had PIP implants put in both breasts. In 2010, she developed cancer in her right breast.

"One cannot directly incriminate the implant, since there is no scientific proof," she said in an interview. "But we have the right to ask ourselves a lot of questions, because there is a great amount of physical pain involved."

Obesity Linked to Higher Esophageal Cancer Death Rates - iVillage

FRIDAY, Dec. 23 (HealthDay News) -- Obese people who have had surgery to treat esophageal cancer are twice as likely to have a recurrence of the disease or die from cancer within five years as patients of normal weight, according to a new study.

In the study, published in the Dec. 1 issue of the Journal of Clinical Oncology, researchers from the Mayo Clinic in Rochester, Minn., suggested their findings could change the way some doctors treat obese patients with this type of cancer.

The investigators followed 778 people who had surgery for esophageal cancer and found that those who were classified as obese (a body mass index of 30 or higher) had a five-year survival rate of 18 percent. That survival rate jumped to 36 percent among people who were not overweight.

"Obesity is considered a risk factor in the development of this cancer, which is known to be both highly lethal and increasingly common," the study's lead investigator, Dr. Harry Yoon, an oncologist at the Mayo Clinic Comprehensive Cancer Center, said in a Mayo news release. "But prior to this study, we did not really understand the impact of obesity in this upper gastrointestinal cancer."

The study authors pointed out that their findings applied only to nonsmokers who had their esophagus removed. Yoon added that previous research has linked obesity to greater risk for cancer as well as increased risk of death from other types of tumors because extra weight results in a chronic inflammatory state.

The researchers noted their findings could change the approach they take with obese patients with esophageal cancer.

"As an oncologist, I did not typically speak to my patients about excess body weight as part of their care, because we are more often concerned about weight loss and maintaining proper nutrition, but that may change," said Yoon. "It would be helpful to be able to offer patients some measures that they can take to possibly impact their prognosis."

Department Lessens Gun Sale Restrictions for Legal Aliens

By Elizabeth Murphy | December 22, 2011 4:56 pm

The Department of Justice has decided to ease restrictions on gun purchases for legal non-residents, according to an open letter posted on the Bureau of Alcohol, Tobacco, Firearms and Explosives website.

The?letter, written by ATF?s Firearms and Explosives Industry Division Chief?Chad J. Yoder, states that the department recently concluded that ?applying a more stringent State residency requirement for aliens legally present in the U.S. than for U.S. citizens is incompatible with the language of the [Gun Control Act.]?

The Gun Control Act prohibits licensed merchants from selling firearms to any unlicensed person who they know, or have reason to believe, does not reside in the seller?s state, according to the letter. ?Writing to federal firearm licensees, Yoder says that licensed merchants must have documentation verifying that a legal non-resident has lived in the state?continuously?for at least 90 days before selling any firearms according to the current law.

With the department?s recent decision, ATF will revise the regulations and remove the separate 90-day residency requirement for legal non-residents, the letter states. ?Once these changes have been made, U.S. citizens and legal non-residents will face the same requirements for proof of residency.

Until ATF can make these amendments, the current regulations remains in place, Yoder writes. ?He did not provide a timeline for completion in the letter.

Update 5:45 p.m.: A Justice Department?spokesperson?said this does not expand any rules under the Gun Control Act, it merely removes a previous stipulation for legal aliens. ?Those who fall under the category of legal alien will still have to go through the same process as an American citizen does to purchase a firearm, showing proof of residency, among other things, the spokesperson said. The spokesperson could not specify when this decision was made, but said that the department regularly conducts legal reviews of these rules and such reviews occur on an ongoing basis.

Ceres President Mindy Lubber Statement on EPA?s Mercury and Air Toxics Rule

(3BL Media / theCSRfeed) Boston, MA - Dec 21, 2011 - In response to the Environmental Protection Agency's (EPA) announcement today of its final Mercury and Air Toxics Rule for Power Plants, the following statement was issued by Mindy S. Lubber, president of Ceres and director of the Investor Network on Climate Risk (INCR), a network of 100 institutional investors across North America managing more than $10 trillion in assets:

?We applaud the Environmental Protection Agency and President Obama on today?s historic step to curb hazardous emissions of mercury, lead, arsenic and acid gases from the nation?s oldest and dirtiest power plants.
?
The new rule will unleash investment in our nation?s infrastructure and create jobs up and down the supply chain ? from manufacturing centers across the country all the way through to the construction sites where high-polluting power plants will receive long overdue upgrades or be replaced with cleaner generation.
?
Multiple studies show that our nation?s power companies can meet this standard, protecting the health of our most vulnerable citizens, and keep our lights on. Hands down, clean air is a boon to us all and putting this new air pollution rules into effect at a time when new jobs and economic growth are desperately needed is the right thing to do.?
?
Several recent studies show that?utility companies compliance with EPA?s MACT and CASPR air pollution rules is feasible and manageable?and would also stimulate significant job gains. Based on recent estimates?that the power sector will invest almost $200 billion in total capital improvements over the next five years,?total employment created by these investments is estimated at 1.46 million jobs, or about 290,000 jobs on average in each of the next five years.?

(AP) ? Mitt Romney is defending his years making millions in private business and says he'll handle attacks from Democrats who are trying to paint him as wealthy and out-of-touch.

In his first Sunday show interview in more than a year, Romney told Fox News Sunday that if he wins the nomination, he's prepared to handle characterizations by Democrats that he believes that "greed is good."

Romney says a photo shown of him and Bain Capital partners with dollar bills scattered everywhere was taken after they'd raised $37 million for the company's first venture capital fund. He says the fund was ultimately used to help build businesses and create jobs.

Romney says he's ready to handle attacks from Obama, saying "the president's going to go after me. I'll go after him."

(AP Photo/The Canadian Press, Graham Hughes)

(AP) ? Sloppy play, blown leads, a poor record at home.

It proved all too much for the last-place Montreal Canadiens, who fired coach Jacques Martin on Saturday and put assistant Randy Cunneyworth in charge for the rest of the season.

"The primary reason is the team wasn't performing as well as it should be in our minds," general manager Pierre Gauthier said at a Bell Centre news conference.

Assistant GM Larry Carriere was appointed assistant coach, his first coaching job after a long career in scouting and administration.

Martin, who preaches defense, was in his third season with the Canadiens. He is also one of the winningest coaches in NHL history.

He now gives way to Cunneyworth, a Toronto native whose lack of French was quickly noted. He is team's first unilingual English-speaking coach since Al MacNeil in 1971. On a team that symbolizes French-Canadian pride, he faces a daunting task in his bid to remove the interim tag.

"I have the utmost respect for the language here and I am very aware of how important it is to try and learn the language," Cunneyworth said after running his first practice. "Obviously I know a few words, and not all the good ones."

Montreal, which hosts New Jersey on Saturday night, is at the bottom of the Northeast Division with a 13-12-7 record. However, they are just two points out of second place in a division led by Boston.

The 59-year-old Martin has also coached the Florida Panthers and Ottawa Senators. Gauthier hired Martin in Ottawa. In 1996 in Ottawa, Martin inherited Cunneyworth as his hardworking captain.

"I would hope that my coaching style was similar to the way I played," Cunneyworth said. "I felt for the most part that I competed very hard."

Cunneyworth joined his former coach's staff as an assistant this summer after spending the previous season as head coach of Montreal's AHL affiliate in Hamilton.

"I have mixed emotions this time around," said Cunneyworth, who began and ended his career with Buffalo and also played for Pittsburgh, Winnipeg, Hartford and Chicago. "There is still the excitement but my thoughts are with Jacques. ... I have the utmost respect for Jacques and everything he does, the wealth of experience that I have learned over my times with him."

Martin was in his 17th season in the NHL. He reached his 600th NHL career victory last April, making him the ninth winningest coach in league history.

The Canadiens have been hurt by mistakes this season. They are 5-6-6 at home, often squandering third-period leads.

"Especially in the last few weeks, we didn't really know what was coming out of the box every night," Gauthier said. "And the way we were losing the leads and the way we were coaching the games wasn't very consistent, and that's what we hope to change."

There were hints of tension between Martin and Gauthier. After a poor start, Martin's closest ally, assistant Perry Pearn, was fired just before a game Oct. 26.

"We were on the same wavelength right to the end, but that doesn't mean that the team's performances were acceptable," Gauthier said.

The players were told of the coaching changes when they arrived for their morning skate.

"When we are where we are and expect to be a better team than we've been, you definitely are aware there might be changes," forward Michael Cammalleri said. "For it to be Jacques was somewhat surprising."

"We're in 11th place, that's what went wrong," he added. "I think Jacques was still trying to work on thing and improve the team. I don't think there was anyone not listening to him."

In the 50-year-old Cunneyworth, the Canadiens get a more tech-savvy coach, although one who is not expected to make major changes.

"I think the message will be to get back doing the things that the players are potentially capable of," Cunneyworth said. "We obviously have to figure out ways to get more out of our individual players. It's a responsibility of the coaching staff, but it's also a responsibility of the players themselves."

Cunneyworth was promoted to the NHL club along with assistant Randy Ladouceur after coaching in Hamilton last season.

"What system is in place doesn't matter if everyone buys in and plays the right way," defenseman Josh Gorges said. "If you only have half the guys doing what's asked of them, everything is in disarray and I think that's where we got to."

"We weren't playing together and doing the things we need to do to win," he added. "And consequently we lost games we shouldn't have lost and changes needed to be made."

Martin joined the Canadiens in 2009-10 and took them on an improbable run to the Eastern Conference finals where they lost to Philadelphia. Montreal made the playoffs the following year but was eliminated in the first round.

Martin also won the NHL coach of the year in 1998-99 and was part of Canada's gold-medal triumph at the 2002 Salt Lake City Olympics.

"The bottom line is winning games," Canadiens defenseman Hal Gill said. "We weren't winning and changes happen. I don't think it was about losing the room or anything like that."

BP settles with maker of failed blowout preventer (AP)

NEW ORLEANS ? Cameron International, the maker of the Deepwater Horizon blowout preventer that failed to stop last year's massive oil spill in the Gulf of Mexico, has agreed to pay $250 million to BP under a legal settlement, BP said Friday.

BP said it was "in their mutual best interests, and the agreement is not an admission of liability by either party." The companies are dropping all claims against one another, they said.

The settlement comes in advance of a federal trial over the catastrophic Gulf oil spill. The non-jury trial is slated to begin in February and determine fault in the April 20, 2010, explosion and subsequent oil spill off the Louisiana coast of more than 200 million gallons of oil.

The settlement with Cameron does not end the legal fighting over the blowout of the Macondo well, which was owned by London-based BP and two partners, MOEX and Anadarko. BP has already settled claims with those two companies and a third company, Weatherford, the maker of a part used in the well.

"Today's settlement allows BP and Cameron to put our legal issues behind us and move forward to improve safety in the drilling industry," said Bob Dudley, BP group chief executive.

"Unfortunately, other companies persist in refusing to accept responsibility for their roles in the accident and for contributing to restoration efforts," Dudley said in a swipe at Halliburton Corp. and Transocean Ltd. Halliburton supplied critical cement to seal the well and Transocean was the company drilling the well.

Probes of the Deepwater Horizon explosion by the federal government and independent scientists and engineers have found all three companies were at fault for a series of decisions and actions that led to the Macondo well blowout, the nation's largest offshore oil spill.

BP is engaged in an intense legal fight with Halliburton Corp. and Transocean. Earlier this month, BP went so far as to accuse Halliburton employees of covering up damaging evidence about a cement mixture Halliburton used in drilling the well.

BP said it would use the $250 million from Cameron to pay for the cost of cleaning up from the spill and paying individual damages claims by people, businesses and government entities hurt by the spill. BP said it has spent about $7.5 billion so far of those claims. But the British company faces billions of dollars in additional damages and fines.

Under the agreement, BP said Houston-based Cameron is no longer responsible for any additional cleanup costs related to the spill. But BP said the agreement does not cover civil, criminal and administrative fines and other penalties that might arise out of the court proceedings.

BP and Cameron also pledged to "improve safety in the drilling industry" and do more to improve blowout preventers.

Gingrich: I'm trying not to appear 'zany' (AP)

SIOUX CITY, Iowa ? Newt Gingrich says he's trying to edit himself so he doesn't come across as "zany."

Gingrich's remarks at the Republican debate Thursday night were aimed at rival Mitt Romney, who in an interview on Wednesday used the word "zany" to describe the former House speaker.

Gingrich smiled when he was asked a question about how he would counsel Republicans on the political controversy over construction of a new pipeline from Canada to the Gulf of Mexico.

Gingrich said that at times he is accused of using language that is too strong and so he was "editing" himself. He then quipped that he's very concerned about not appearing to be "zany."

Romney has stepped up attacks on Gingrich's temperament as Gingrich has vaulted to the top of the GOP field.

Obama admin: 2.5M young adults gain coverage (AP)

WASHINGTON ? Young adults trying to get traction in a tough economy are getting a welcome assist: the new federal health care law has markedly improved their access to health insurance.

The number of young Americans ages 19-25 lacking health insurance has shrunk by 2.5 million since President Barack Obama's health care overhaul took effect, the administration announced in an analysis released Wednesday.

That drop is 2 1/2 times as large as the decline indicated by previous government and private estimates from earlier this year, which showed about 1 million had gained coverage.

The improvement comes even as the uninsured rate stayed basically stuck for those a little older, ages 26-35.

Under the health care overhaul, adult children can stay on a parent's plan until they turn 26, a provision that has proven popular in an otherwise divisive law.

Health and Human Services Secretary Kathleen Sebelius said the numbers show the law is making a big difference for families with adult children.

"Many of them gained coverage earlier this spring, meaning the law was there for young people as they graduated from college or high school and began their careers," she said.

Administration officials said there are a couple of reasons for the better-than-expected result.

First, there is more data available now than earlier this year. Secondly, analysts are slicing the numbers more precisely than the government usually does.

The health care law's main push to cover the uninsured doesn't come until 2014. But the young adults' provision took effect last fall, and most workplace health plans started carrying it out Jan. 1. Since then, families have flocked to sign up adult children making the transition to work in a challenging environment.

The overall fate of Obama's law remains uncertain, with the Supreme Court scheduled to hear a constitutional challenge next year, and Republican presidential candidates vowing to repeal it. But this provision seems to have gotten a seal of approval from consumers.

"The increase in coverage among 19- to 25-year-olds can be directly attributed to the Affordable Care Act's new dependent coverage provision," said the HHS analysis.

Using unpublished quarterly statistics from the government's ongoing National Health Interview Survey, analysts in Sebelius' policy office determined that nearly 36 percent of those age 19-25 were uninsured in the third calendar quarter of 2010, before the law's provision took effect.

That translates to more than 10.5 million people.

By the second calendar quarter of 2011, the proportion of uninsured young adults had dropped to a little over 27 percent, or about 8 million people.

The difference ? nearly 2.5 million getting coverage ? can only be the result of the health care law, administration officials said, because the number covered by public programs like Medicaid went down slightly.

Overall, nearly 30 million Americans are ages 19 to 25.

"From September 2010 to June 2011, coverage rose only among those adults affect by the policy," said the HHS report.

The National Center for Health Statistics has documented a broadly similar trend in its official publications, only it's not nearly as dramatic.

Administration officials said those statistics did not focus on the change from calendar quarter to calendar quarter, as does the new HHS report. Instead, they pool data over longer time periods, and that has the effect of diluting the perceived impact of the law, officials said.

Traditionally, young adults have been more likely to be uninsured than any other age group.

Some are making the switch from school to work. Others are holding down low-wage jobs that don't usually come with health care. And some ? termed the "invincibles" ? pass up job-based health insurance because they don't think they'll use it and would rather get extra money in their paychecks.

Other early coverage expansions in the health care law have not worked as well, including a special program for people with health problems turned away by private insurers. Many applicants found the premiums unaffordable.

Young adults are less expensive to cover than people who are middle-aged, and many companies have spread the extra premiums among their workers. Benefits consultant Delloite LLP has projected additional health plan costs in the range of 1 percent to 2 percent for covering young adults.

Before the health care overhaul, families with adult children faced a hodgepodge of policies. Some health plans only covered older children while they were full-time students. Others applied an age cutoff.

Obama, Clinton to world: Stop gay discrimination (AP)

SAN FRANCISCO ? The Obama administration's declaration that it plans to use foreign assistance, international diplomacy and political asylum to promote gay rights abroad is a momentous step that could dangerously backfire if not pursued with delicacy and an appreciation of how the challenges faced by gays and lesbians vary by nation, human rights activists said.

President Barack Obama, in a memorandum to executive departments, and Secretary of State Hillary Rodham Clinton, during a speech before the U.N. Human Rights Council, issued a coordinated denunciation Tuesday of anti-gay discrimination, stating that equal treatment of gay, lesbian and transgender people was an explicit U.S. foreign policy goal.

The White House said the twin moves represented the U.S. government's first comprehensive strategy to combat sexual orientation-based human rights abuses around the world. Gay rights groups cheered the actions, noting that gays and lesbians can be arrested, tortured and even executed in some countries.

Wayne Besen, founder of Truth Wins Out, a group that monitors religious organizations with anti-gay views, listed Russia, Nigeria, Cameroon, Uganda, Iran and Zimbabwe among the nations that had recently "declared war on sexual minorities" and said that he hoped they would be chastened by the administration's blunt talk.

"This was one of those times where our nation demonstrated true international leadership and made me incredibly proud to be an American," Besen said. "There were no carefully crafted and focus grouped code words that sugarcoated the abuses ? just the honest truth spoken from the heart."

Other activists focused on gay rights internationally were more restrained in their praise. Neil Grungas, founder of the San Francisco-based organization for Refuge, Asylum and Migration, which represents gay asylum-seekers, said it was critical for the administration to secure allies on every continent to avoid looking like it was imposing American values on parts of the world that view the West with mistrust or hostility.

Recalling how large demonstrations broke out in Pakistan in June after staff at the U.S. Embassy held a gay pride celebration there, he said that Obama's sincere commitment to improving the gay rights picture globally could inadvertently make life worse for gays and lesbians abroad.

"This cannot be seen as a U.S.-only issue because at the end of the day that would be counter-productive," said Grungas, who was in the audience for Clinton's speech. "In countries where U.S. moral leadership is not high and where increasingly Western values are negative ... there is a real danger people can use this issue and say, `No, we are cleaning up here, we are going to reject this American imposition of decay.'"

In his presidential memo, Obama directed the State Department, the U.S. Agency for International Development and other agencies to make sure U.S. diplomacy and foreign assistance helps gays and lesbians who are facing human rights violations. He also ordered U.S. agencies to protect vulnerable gay and lesbian refugees and asylum seekers.

But the directive does not make foreign aid contingent on a nation's gay rights record or include specific sanctions for poor performers, making the policy more of a moral challenge to other governments than a threat.

"The struggle to end discrimination against lesbian, gay, bisexual, and transgender persons is a global challenge, and one that is central to the United States' commitment to promoting human rights," Obama said in a statement.

Clinton's audience in Geneva included diplomats from Arab, African and other nations where homosexuality is criminalized or where brutality and discrimination against gay and transgender people is tolerated or encouraged. Many of the ambassadors in the audience responded with stony faces and rushed out of the room as soon as she finished speaking.

In unusually strong language, the secretary of state compared the struggle for gay equality to difficult passages toward women's rights and racial equality, and she said a country's cultural or religious traditions are no excuse for discrimination.

"Gay people are born into and belong to every society in the world," she said. "Being gay is not a Western invention. It is a human reality."

Clinton also catalogued international abuses such as targeted killings of gays, "corrective rape" of lesbians or forced hormone treatments. She likened the targeting of gays for mistreatment to "honor killings" of women, widow-burning or female genital mutilation, examples of practices the U.S. decries but has not penalized friends including Afghanistan for carrying out.

"Some people still defend those practices as part of a cultural tradition," she said. "But violence toward women isn't cultural; it's criminal."

Neither Clinton nor Obama named any individual countries with especially poor records on gay rights, although an annual State Department accounting of global human rights has cited abuses by such friends as Saudi Arabia.

Scott Long, former director of the Lesbian, Gay, Bisexual, and Transgender Rights Program at Human Rights Watch, said he was interested in watching the administration translate its broad statement of principle into a practical action plan that considers different countries' views toward both gay people and the U.S.

"I would like to see them think strategically about what would work best to support activism on the ground," Long said in an interview from Egypt, where he was meeting with local gay rights activists. "It's going to differ from country to country based on that country's relationship with the United States. There are places where an embrace from the U.S. could be the kiss of death for a social movement."

Jessica Stern, acting director of the International Gay and Lesbian Human Rights Commission in New York, said the administration was wise not to tie gay rights to the provision or withdrawal of foreign aid because doing so could set lesbian and gay people up as scapegoats. Instead, the U.S. could assist gay rights groups with necessities like rent, salaries or an escape route from persecution, Stern said.

"If a grass-roots organization doesn't have access to government ministers, maybe what they have is the police showing up at their doorstep every day," she said. "That's when they need the U.S. government to communicate with their allies in a foreign country, but the question is how to do it right, how can you do it discreetly?"

Obama: 'No ally more important than Israel' (AP)

NEW YORK ? President Barack Obama is reassuring Jewish supporters that his administration is committed to the security of Israel. He says: "We don't compromise when it comes to Israel's security."

Obama was speaking to a group of campaign contributors at the Upper East Side home of Jack Rosen, a prominent businessman and chairman of the American Jewish Congress. Obama commented after Rosen mentioned "concerns" within the Jewish community about the U.S.-Israeli relationship.

Rosen added that America has never been as supportive of Israel's security as it has been under Obama.

Obama said no ally is more important than the state of Israel.

Obama angered Israel's supporters this year by asserting that negotiations over future Palestinian borders begin with lines Israel held before capturing the West Bank and Gaza in 1967.

Gasoline supplies rose by 200,000 barrels, or 0.1 percent, to 209.8 million barrels. That's 0.1 percent below year-ago levels. Analysts expected gasoline supplies to increase by 1.5 million barrels.

Demand for gasoline over the four weeks ended Nov. 25 was 2.9 percent below a year earlier, averaging 8.7 million barrels a day.

U.S. refineries ran at 84.6 percent of total capacity on average, 0.9 percentage point down from the prior week. Analysts expected capacity to rise to 86 percent.

Supplies of distillate fuel, which include diesel and heating oil, rose by 5.5 million barrels to 138.5 million barrels. Analysts expected distillate stocks to decline by 1.5 million barrels.

In morning trading benchmark crude rose $1.40 to $101.18 a barrel in New York.
