BlackBerry to Join Forces with Microsoft?s Windows Phone?

?

After yesterday?s news that Research In Motion (RIM) are planning 5,000 jobs and delaying Blackberry 10,?rumours have begun to circulate suggesting Microsoft might be planning a Nokia-style tie-up with the embattled smartphone maker.

RIM?s latest quarterly results made for grim reading yesterday, with the Canadian company announcing a substantial loss in the last quarter.?The smartphone maker has lost 70% of its share value over the last year, and to make matters even worse they?re delaying the very piece of software they?re hoping will save the company.

They confirmed the launch of BB10 will now happen in 2013 ? because the development of its new operating system had ?proven to be more time-consuming than anticipated.?

It?s thought that the current board of directors is getting pressured from share holders to look at other options, including measures that would amount to an admission they can?t survive by sticking to its current strategy ? that?s where Microsoft comes into play.

One option for RIM would be to abandon its own operating sysytem and adopt Microsoft?s Windows Phone 8 OS. It?s already thought that Steve Ballmer has sounded out RIM over a possible tie-up.

The deal would be very similar to what was offered to Nokia ? a cash injection and RIM joining Microsoft as a hardware partner.

Microsoft would buy a stake in the company, fund marketing and other expenses ? but this deal isn?t that attractive to the Ontario-based company, as they want to keep their technology independence.

According to sources familiar with the matter RIM?s board wants to plough on with the development of the BB10.?Another option would be to sell RIM?s proprietary secure email network to private equity firms, but such firms are reluctant to buy the loss-making hardware side of the business, meaning the deal could see the end of BlackBerry handsets altogether.

A third option would be to open up its network to rivals, under a plan first put forward by former co-CEO Jim Balsillie.

RIM is ?going to have to be much more open minded to the idea that Jim Balsillie was working on before he was ousted of opening their network to third parties,? said Eric Jackson, a hedge fund manager at Ironfire Capital in Toronto.

Fordham Institute Review of New Science Standards: Fealty to ...

Latest Story

Fordham Institute has published their? review of the draft of the Next Generation Science Standards. ?Achieve wrote the the new science standards.?? Achieve also wrote the math and reading/language arts common core standards.

Unchanging fealty to a conservative agenda and a canonical view of science education restricts and confines Fordham?s review to an old school view of science teaching. ?Science education has rocketed past the views?in two reports issued by Fordham about science education standards.

The Fordham reviewers use a strict content (canonical) view of science education and dismiss any reference to the scientific practices (science processes) and pedagogical advances such as constructivism, and inquiry teaching. ?Many of the creative ideas that emerged in science teaching in the past thirty years represent?interdisciplinary thinking, the learning sciences, deep understanding of how students learn science, and yes, constructivism.

These creative ideas are not reflected in Fordham?s analysis of science teaching and science curriculum.

I have also studied and reviewed the draft of the Next Generation Science Standards and have written about them here, and?here.

The Framework

In 2011, the Carnegie Corporation funded the National Research Council?s project A Framework for K-12 Science Education?(Framework)? The Framework was published last year, and it being used by Achieve as foundation for writing the Next Generation Science Standards?(Science Standards)

These two documents, The Framework and the Science Standards, will decide the nature of science teaching for many years to come.

In this post, I?ll focus on how Fordham has responded to these two reports.

In late 2011, the Carnegie Corporation provided financial support to the Fordham Institute to review the NRC Framework. ?The Fordham report?was a commissioned paper (Review of the National Research Council?s Framework for K-12 Science Education), written by Dr. Paul Gross, Emeritus Professor of Biology. The Gross Report was not a juried review, but written by one person, who appears to have an ax to grind, especially with the science education research community, as well as those who advocate science inquiry, STS, or student-centered ideology. Indeed, the only good standard is one that is rigorous, and clearly content and discipline oriented.

I?ve read and reviewed the Fordham review of the Framework, and published my review here. Here some excerpts from my review.

Grade: B. In general, Dr. Gross, as well as Chester E. Finn, Jr. (President of the Fordham Foundation), are reluctant to give the Framework a grade of ?A? instead mark the NRC?s thick report a grade of ?B?.

Rigor. ?Rigor is the measure of depth and level of abstraction to which chosen content is pursued, according to Gross. The Framework gets a good grade for rigor and limiting the number of science ideas identified in the Framework. The Framework identifies 44 ideas, which according to Gross is a credible core of science for the Framework. ?The evaluator makes the claim that this new framework is better on science content than the NSES?how does he know that?

Practices, Crosscutting Concepts & Engineering. The Fordham evaluation has doubts about the Framework?s emphasis on Practices, Crosscutting Concepts, and Engineering/Technology Dimensions. For example, Gross identifies several researchers and their publications by name, and then says:

These were important in a?trendy movement?of the 1980s and 90s that went by such names as science studies, STS (sci-tech studies), (new) sociology or anthropology of science, cultural studies, cultural constructivism, and postmodern science.

For some reason, Gross thinks that science-related social issues and the radical ideas of helping students construct their own ideas are not part of the mainstream of science education, when indeed they are. Many of the creative Internet-based projects developed over the past 15 years have involved students in researching issues that have social implications. ?National Science Foundation?made?huge investments in creative?learning projects.

Gross also claims that the NRC Framework authors ?wisely demote what has long been held the essential condition of K-12 science: ?Inquiry-based learning.? The report does NOT demote inquiry, and in fact devotes much space to discussions of the Practices of science and engineering, which is another way of talking about inquiry. In fact, inquiry can found in 71 instances in the Framework. Gross and the Fordham Foundation make the case that Practices and Crosscutting ideas are accessories, and that only the?Disciplinary Core Ideas of the Framework should be taken seriously . This will result is a set of science standards that are only based on 1/3 of the Framework?s recommendations.

Gross cherry picks his resources, and does not include a single research article from a prominent research journal in science education. ?Dr. Gross ?could have consulted science education journals?found here, here, here?or?here. ?If he did, he might have found this article:?Inquiry-based science instruction?what is it and does it matter? Results from a research synthesis years 1984 to 2002. ?Journal of Research in Science Teaching (JRST) published this article?in 2010. Here is the abstract of the research study:

Various findings across 138 analyzed studies show a clear, positive trend favoring inquiry-based instructional practices, particularly instruction that emphasizes student active thinking and drawing conclusions from data. Teaching strategies that actively engage students in the learning process through scientific investigations are more likely to increase conceptual understanding than are strategies that rely on more passive techniques, which are often necessary in the current standardized-assessment laden educational environment.

The Fordham review of the Framework is not surprising, nor is their review of the first draft of the standards. ?Fordham has its own set of science standards that it uses to check other organizations? standards such as the state standards. ?They used their standards as the ?benchmark? to check all of the state science standards, and concluded that only 7 states earned an A. ?Most of them earned an F.

I analyzed all the Fordham standards against Bloom?s Taxonomy in the Cognitive, Affective and Psychomotor domains. ?Using Bloom?s Taxonomy, 52% of the Fordham science standards were rated at the lowest level.?? Twenty-eight percent of their standards were at the comprehension level, 10% at application, and only 10% above analysis. ?No standards were found for the affective or psychomotor designs.

All I am saying here is that Fordham has its own set of science standards, and I found them?inferior to most of the state science standards, the National Science Education Standards (published in 1996), as well as the NAEP science framework. ?You can read my full report here.? I gave Fordham?s science standards a grade of D.

Fordham Commentary on the New Science Standards

Given this background, we now turn our attention to Fordham?s Commentary & Feedback on Draft I of the NGSS.

The Fordham reviewers, as they did when they reviewed the NRC Framework for Science, felt the standards? writers ?went overboard on scientific and engineering practices. ?From their point of view, crosscutting concepts and scientific and engineering practices create challenges to those who write standards.

Fordham science standards are reminiscent of the way we wrote learning goals in the 1960s and 1970s. ?Learning objectives used one of many behavioral or action verbs such as define, describe, find, diagram, classify, and so forth. ?The Fordham standards were written using this strategy. Here are three examples from their standards:

  • Describe the organization of matter in the universe into?stars and galaxies.
  • Identify the sun as the major source of energy for?processes on Earth?s surface.
  • Describe the greenhouse effect and how a planet?s?atmosphere can affect its climate.

The Fordham experts raised concerns about the way standard statements are written. ?As shown in the two examples I have taken from the draft of the NGSS, the standards integrate content with process and pedagogical components.

I agree with the Fordham reviewers that the Next Generation Science Standards??are rather complex. ?Shown in Figure 1 is the ?system architecture that Achieve uses for all of their standards. ?Figure 1 shows just four performance expectations (read standards), and their connection to practices, core ideas, and crosscutting concepts. ?Every science standard in the Achieve report is presented in this way.

The Fordham reviewers gave careful attention to each standard statement, and indeed in their report they includes many examples of how the standards? writers got the content wrong or stated it in such a way that it was unclear.

But the Fordham reviewers take the exception to the science education community?s research on constructivism. ?In their terms, science educators show fealty to constructivist pedagogical theory. ?To ignore constructivism, or to think that science educators have an unswerving allegiance to this well established and researched theory is quite telling. ?To me it indicates that Fordham holds?a traditional view of how students learn. ?It tells me that these reviewers have boxed themselves into a vision of science literacy by looking inward at the canon of orthodox nature science. ?Content is king.

To many science teachers and science education researchers, an alternative vision gets its meaning from the ?character of situations with a scientific component, situations that students are likely to encounter as students. ?Science literacy focuses on science-related situations (See Douglas Roberts? chapter on science literacy in the Handbook of Research on Science Education).

The Fordham reviewers recommend that every standard be rewritten to cut ?practices? where they are not needed. ?They also want independent, highly qualified scientists who have not been involved in the standards writing attempt to check every standard. ?The National Science Teachers Association, comprised of science teachers and scientists is quite qualified to do this, and indeed the NSTA sent their recommendations to Achieve last week.

I would agree with the Fordham group that the next version of the standards should?be presented in a clearer way, and?easily searchable. ?I spent a good deal of time online with the first draft, and after a while I was able to search the document, but it was a bit overwhelming.

Finally I would add that when you check the Fordham analysis of the new standards, the word ?basic? jumps out. ?Near the end of their opinion report, they remind us that the science basics in the underlying NRC Framework were sound. ?What they are saying is that the NGSS writers need to chisel away anything that is not solid content from the standards.

One More Thing

Organizations such as Achieve and the Fordham Institute believe?the U.S. system of science and mathematics education is performing below par, and if something isn?t done, then millions of students will not be prepared to compete in the global economy. Achieve cites achievement data from?PISA?and?NAEP?to make its case that American science and mathematics teaching is in horrible shape, and needs to fixed.

The solution to fix this problem to make the American dream possible for all citizens is to write new science (and mathematics) standards. ?One could argue that quality science teaching is not based on authoritarian content standards, but much richer standards of teaching?that form the foundation of professional teaching.

What ever standards are agreed upon, they ought to be based on a set of values that are rooted in democratic thinking, including empathy and responsibility. Professional teachers above all else are empathic in the sense that teachers have the capacity to connect with their students, to feel what others feel, and to imagine oneself as another and hence to feel a kinship with others. Professional teachers are responsible in the sense that they act on empathy, and that they are not only responsible for others (their students, parents, colleagues), but themselves as well.

The dual forces of authoritarian standards and high-stakes testing has taken hold of K-12 education through a top-down, corporate led enterprise. This is very big business, and it is having an effect of thwarting teaching and learning in American schools. A recent study by Pioneer Institute estimated that states will spend at least $15 billion over the next few years to replace their current standards with the common core.

In research that I have reported here, standards are barriers to teaching and learning. ?In this research, the tightly specified nature of successful learning performances precludes classroom teachers from modifying the standards to fit the needs of their students. ?And the standards are removed from the thinking and reasoning provesses needed to achieve them. ?Combine this with high-stakes tests, and you have a recipe for disaster.

According to the?2012 Brown Center Report on American Education, the?Common Core State Standards?will have little to no effect on student achievement. Author Tom Loveless explains that neither the quality or the rigor of state standards is related to state NAEP scores. Loveless suggests that if there was an effect, we would have seen it since all states had standards in 2003.

The researchers concluded that we should not expect much from the Common Core. In an interesting discussion of the implications of their findings, Tom Loveless, the author of the report, cautions us to be careful about not being drawn into thinking that standards represent a kind of system of ?weights and measures.? Loveless tells us that standards? reformers use the word?benchmarks?as a synonym for standards. And he says that they use too often. In science education, we?ve had a long history of using the word benchmarks, and Loveless reminds us that there are not real, or measured benchmarks in any content area. Yet, when you read the standards?common core or science?there is the implication we really know?almost in a measured way?what standards should be met at a particular grade level.

Loveless also makes a strong point when he says the entire system of education is ?teeming with variation.? To think that creating a set of common core standards will reduce this variation between states or within a state simply will not succeed.

As the Brown report suggests, we should not depend on the common core or the Next Generation Science Standards having any effect on students? achievement.

Sony, Panasonic OLED partnership is official, aims for mass production in 2013

The rumor that Japanese electronic giants Panasonic and Sony would team up on OLED HDTV technology has been confirmed by a press release (included after the break), and the two plan to establish mass production in 2013. Together, they'll be able to utilize the core and printing techniques that each has so far developed separately to roll out HDTV-sized OLED panels. Still, while they will be BFFs behind the scenes don't expect any crazy cross-branding of releases, as the release notes each company plans to "develop and commercialize its own competitive, high-performance, next-generation OLED televisions and large-sized displays." Can this combination help them catch up to Korean counterparts Samsung and LG? Those two will individually put super-skinny, ultra high contrast ratio OLED HDTVs on store shelves this year, but if Panasonic / Sony can get prices down from the $10k~ range then we're sure most consumers will be able to overlook their tardiness to market.

Kelis Reacts To Nas' Life Is Good Album Cover

If you were expecting Kelis to scream "I hate you so much right now" after seeing ex-hubby Nas' Life Is Good album cover, then you have the "Milkshake" singer all wrong.

For the cover of his upcoming solo LP, Nas posed with Kelis' green wedding dress, the only item she left behind when she and the Queens rapper split. "My feelings about it are not really relevant, but at the end of the day, Nas is an artist and for whatever it's worth, he's one of the greatest — especially for what it is that he does," Kelis told NME.com about the album cover during an interview at the Isle of Wight Festival in England this past weekend.

Nas first spoke on the significance of the dress when VH1 profiled the usually private MC on their "Behind the Music" special. "She took her stuff out of the house and left her green wedding dress. And that was all she left," he said.

"It clicked right there. You're saying it even in your interview. It's like a given that this should allude to this being on the cover, that statement," Nas told MTV News on June 12. "Some things you can't plan, they happen."

The veteran MC likened himself to an old blues musician, an endearing quality that his ex-wife appreciates. "I feel like, especially someone in hip-hop to really kinda be genuine and honest, whatever the honesty is about, I think it's awesome," she said. "My feelings about it aren't really necessarily valid, it's just the fact that as an artist, I can respect that he wears his feelings on his sleeve. I like that."

Life Is Good is due out July 17.

NATO backs Turkey as PM vents fury at 'heinous' Syria

Turkey's prime minister branded Syria an imminent threat Tuesday, vowing to retaliate over the "heinous" downing of one of its jets, as Russia downplayed the incident and NATO rallied behind Ankara.

Amid reports of fierce clashes between Syrian rebel forces and army units around elite Republican Guard posts in Damascus, Turkish Prime Minister Recep Tayyip Erdogan announced his country had changed its rules of engagement and would now treat any Syrian security threat as a military target.

Friday's downing of a Turkish Phantom F-4 fighter jet has split Moscow and the West, with NATO condemning Syria and voicing its solidarity with member state Turkey while Russia, an ally of Syrian President Bashar al-Assad's regime, said the incident should not be seen as intentional.

"We believe it is important that the incident is not viewed as a provocation or an intentional action, and that it does not lead to destabilising the situation," the Russian foreign ministry said in its first comment on the incident.

But Erdogan raised the heat on the Assad regime by accusing it of shooting down the jet while it was in international airspace, without warning.

"This is a hostile act... a heinous attack," Erdogan told a parliamentary meeting of his ruling AKP party.

"Turkey will exercise its rights, born out of international law, with determination, and take the necessary steps by determining the time, place and method by itself."

Erdogan, once a close ally of Assad, has become one of the Syrian leader's biggest critics and his reaction to the downing of the jet is his fiercest outburst to date.

The premier admitted the Turkish plane had violated Syrian airspace but said it was only for a short time and "by mistake". He insisted it was not in Syrian airspace when it came under attack.

"The rules of engagement of the Turkish Armed Forces have changed given this new development," he said.

Any security or military risk posed by Syria on the Turkish border would be "considered a threat and treated as a military target."

"This latest development shows that the Assad regime has become a clear and imminent threat to the security of Turkey, as well as for its own people," he said.

After a request from Turkey, NATO's secretary-general Anders Fogh Rasmussen hosted talks with ambassadors of the alliance's 28 members in Brussels.

"Allies have expressed their strong support and solidarity with Turkey," he told reporters after the meeting, which lasted about 90 minutes.

"We consider this act to be unacceptable and condemn it in the strongest terms.

"It is another example of the Syrian authorities' disregard for international norms, peace and security, and human life.

"Let me make this clear. The security of the alliance is indivisible. We stand together with Turkey in the spirit of strong solidarity."

Turkey requested the consultations under Article 4 of NATO's founding treaty, enabling any of the allies to call for talks should they consider their territorial integrity, political independence or security to be under threat.

But NATO has so far been notably reluctant to get sucked into the conflict in Syria.

And Iran, an ally of Turkey and Syria, called on Tuesday for regional countries rather than outside powers to help resolve the row.

Damascus has defended the downing of the jet, saying it was a response to "a gross violation" of its sovereignty.

"The Turkish warplane violated Syrian airspace, and in turn Syrian air defences fired back and the plane crashed inside Syrian territorial waters," foreign ministry spokesman Jihad al-Makdissi said on Monday.

The jet's two-man crew remain missing.

In Syria itself, Syrian armed rebel forces and regime army units were locked in fierce clashes around elite Republican Guard posts in the suburbs of Damascus, according to pro-opposition activists.

"Violent clashes are taking place around positions of the Republican Guard in Qadsaya and Al-Hama," eight kilometres (five miles) from central Damascus, Rami Abdel Rahman, head of the Syrian Observatory for Human Rights, told AFP.

"This is the first time that the regime uses artillery in fighting so close to the capital," he said. "This development is important because it's the heaviest fighting in the area and close to the heart of the capital."

"These suburbs are home to barracks of troops which are very important for the regime like the Republican Guard. This is also where the families of (army) officers live," he said.

The Britain-based Observatory said 58 people had been killed across the country on Tuesday: 24 soldiers, 30 civilians and four rebels.

The sustained bloodshed in Syria saw Washington lashing out at the United Nations on Monday.

"The situation in Syria represents a colossal failure by the Security Council to protect civilians," Washington's UN ambassador Susan Rice said as the 15-nation body debated the crisis.

"It is a shame that this Council continues to stand by rather than to stand up," she said giving a withering assessment of the situation in Syria.

Egypt's new president gets down to business

CAIRO (Reuters) - Islamist Mohamed Mursi, Egypt's first freely elected president whose powers have been curbed by the military, toured his palatial new residence - where ousted leader Hosni Mubarak once lived - and began work on Monday to form a coalition government.

Declared winner on Sunday a week after a nail-biting run-off vote that pitted him against an ex-military officer, the Islamist faces the challenge of meeting sky-high expectations in a nation tired of turmoil while the economy is on the ropes.

But his campaign pledge to complete the revolution that toppled Mubarak last year but left the pillars of his rule intact will come up against the entrenched interests of the generals who have been in charge of the transition to democracy.

Shortly before the presidential vote, the newly elected Islamist-led parliament was dissolved by the army based on a court order and the generals issued a decree putting limits on the president's remit, which cuts into Mursi's powers to act, but exposing him to blame for any failures.

Further afield, his win has had an immediate impact beyond Egypt's borders, inspiring Islamists who have risen up against autocrats across the Middle East and swept to power in North Africa. Israel worries its peace deal with Egypt, never warm, will cool further. Palestinians in Gaza, however, are delighted.

Iran saw his election as an "Islamic awakening" - though Tehran and the Muslim Brotherhood follow different, often opposed forms of the faith. Its Fars news agency published an interview in which Mursi called for restoring severed ties to build strategic "balance". A Mursi aide said he gave the interview 10 days ago.

A security official said Mursi and his wife took a tour of their new home, once Mubarak's main residence - a dramatic change of fortunes for a former political prisoner whose group was pursued remorselessly during Mubarak's 30-year rule.

An aide said Mursi then went to the Defence Ministry for talks with the head of the military council Field Marshal Hussein Tantawi and the army-appointed Prime Minister Kamal al-Ganzouri for talks on steps towards forming a new government, a visit rich with symbolism about where real power lies.

As president, Mursi can appoint the cabinet. His aides say he has already reached out to politicians from outside the Brotherhood such as reformist Mohamed ElBaradei, who has yet to publicly respond. But legislative powers remain with the army while the parliament is dissolved, restricting his power to act.

One pressing concern - on which many Egyptians are likely to judge his performance - will to be to revive the economy. Monday's stock market rally, at least partly fuelled by relief that the vote and result passed off without violence, may encourage the new president, but he still has to prove to wary longer-term investors that Egypt is on the road to recovery.

Egyptian newspapers greeted Mursi's win over Ahmed Shafik, Mubarak's last prime minister, as a victory for the people, although many more liberal-minded Egyptians worry his conservative group will slowly whittle away at social freedoms.

"The revolution reaches the republican palace," wrote Al-Shorouk newspaper. Another, Al-Akhbar, quoted from Morsy's victory speech: "I am a servant of the people and an employee of the citizens". It is a sentiment widely spoken, this sense of, at last, perhaps having an Egyptian leader who can be "fired".

Celebrations in Cairo's Tahrir Square - theatre of the revolution that overthrew Mubarak - extended through the night. Some Brotherhood followers were still celebrating and a little surprised by their victory that broke a six-decade tradition of president's plucked from the military.

STREET PRESSURE

"It was a little surprising that the army acknowledged his win," said 40-year-old teacher Adel Mohamed who was in the square when the result was declared after a nail-biting week's wait since the vote. "The pressure from the street, from the revolution, will give Morsy strength to negotiate."

Those in Egypt and beyond who feared a win for Shafik might have spelled the end of the Arab Spring acknowledged a triumph for the popular will, and for the army which accepted it. From Syria's opposition came word that Cairo was again a "source of hope" for a people "facing a repressive war of annihilation".

But millions of Egyptians, and the Western powers, looked on with unease at the prospect of the long-suppressed Brotherhood making good on its dream of an Islamic state for the Arab world's biggest nation.

Israel has been particularly nervous, urging its neighbour to respect their peace deal. It worries that the Brotherhood's win will embolden Palestinian Islamists opposed to Israel.

"Darkness in Egypt," headlined Israeli paper Yedioth Ahronoth. Israeli Prime Minister Benjamin Netanyahu said he "respected" the result.

"Mursi's victory is most likely to strengthen the hand of Hamas in its fight against Israel because it will give it a moral boost," said political scientist Mustapha al-Sayyed, adding this could strain ties with Israel long used to the cool but steady relationship it had with Mubarak.

But the army, determined not to see its $1.3 billion in U.S. military aid a year jeopardised, will likely ensure ties are not undermined even if the relationship sours, diplomats say.

Pledging to uphold international treaties, in a gesture to Israel, Mursi said in his first televised address as president-elect that he would work with others to see the democratic revolution through.

"There is no room now for the language of confrontation," he said, a message addressed not just to the army but to the young, urban revolutionaries who launched last year's uprising only to see the Brotherhood dominate the political scene afterwards.

One of the most influential revolutionary youth groups greeted Mursi's win as a victory for last year's uprising.

"We have defeated the candidate of Mubarak's military state, the candidate of the corrupt 'deep state' that we are fed up with," said the April 6 Youth movement.

"Starting today we will work as one body for Egypt."

COMPROMISE

Western powers congratulated Mursi, who received a phone call from U.S. President Barack Obama, offering help.

The White House said in a statement: "The president underscored that the United States will continue to support Egypt's transition to democracy and stand by the Egyptian people as they fulfil the promise of their revolution."

Mursi may have little choice but to compromise with the army, and Brotherhood sources said a package of agreements discussed with generals last week could soon be announced.

The Brotherhood's political gains, first winning the biggest bloc in parliament and then running for president, had rattled the military. With the help of a Mubarak-era judiciary, the military council, SCAF, dissolved parliament on the eve of the presidential vote, then gave itself the legislative power.

Critics at home and in the West called it a "soft coup."

Senior Brotherhood officials say they have been negotiating in the past week to change some of that, though both sides deny any haggling over the result of the presidential vote itself.

"President Mursi and his team have been in talks with the military council to bring back the democratically elected parliament and other issues," Essam Haddad, a senior Brotherhood official, told Reuters on Monday.

Brotherhood sources told Reuters they hoped the army might allow a partial recall of parliament and other concessions in return for Mursi exercising his powers to name a government and presidential administration in ways the army approves of - notably by extending appointments across the political spectrum.

Military officials have confirmed discussions in the past few days but had no immediate comment on the latest talks.

Brotherhood officials have said they will press on with street protests to pressure the army but this, along with a number of other contentious issues including to whom and where Mursi swears his oath of office, could be settled soon.

The army wants Mursi sworn in on June 30, meeting a deadline it set itself for handing over Egypt to "civilian rule" - although the military's influence will go on long beyond that.

Significant sea-level rise in a two-degree warmer world

ScienceDaily (June 24, 2012) ? Sea levels around the world can be expected to rise by several metres in coming centuries, if global warming carries on. Even if global warming is limited to 2 degrees Celsius, global-mean sea level could continue to rise, reaching between 1.5 and 4 metres above present-day levels by the year 2300, with the best estimate being at 2.7 metres, according to a study just published in Nature Climate Change. However, emissions reductions that allow warming to drop below 1.5 degrees Celsius could limit the rise strongly.

The study is the first to give a comprehensive projection for this long perspective, based on observed sea-level rise over the past millennium, as well as on scenarios for future greenhouse-gas emissions.

"Sea-level rise is a hard to quantify, yet critical risk of climate change," says Michiel Schaeffer of Climate Analytics and Wageningen University, lead author of the study. "Due to the long time it takes for the world's ice and water masses to react to global warming, our emissions today determine sea levels for centuries to come."

Limiting global warming could considerably reduce sea-level rise

While the findings suggest that even at relatively low levels of global warming the world will have to face significant sea-level rise, the study also demonstrates the benefits of reducing greenhouse-gas emissions. Limiting global warming to below 1.5 degrees Celsius and subsequent temperature reductions could halve sea-level rise by 2300, compared to a 2-degree scenario. If temperatures are allowed to rise by 3 degrees, the expected sea-level rise could range between 2 and 5 metres, with the best estimate being at 3.5 metres.

The potential impacts are significant. "As an example, for New York City it has been shown that one metre of sea level rise could raise the frequency of severe flooding from once per century to once every three years," says Stefan Rahmstorf of the Potsdam Institute for Climate Impact Research, co-author of the study. Also, low lying deltaic countries like Bangladesh and many small island states are likely to be severely affected.

Sea-level rise rate defines the time for adaptation

The scientists further assessed the rate of sea-level rise. The warmer the climate gets, the faster the sea level climbs. "Coastal communities have less time to adapt if sea-levels rise faster," Rahmstorf says.

"In our projections, a constant level of 2-degree warming will sustain rates of sea-level rise twice as high as observed today, until well after 2300," adds Schaeffer, "but much deeper emission reductions seem able to achieve a strong slow-down, or even a stabilization of sea level over that time frame."

Building on data from the past

Previous multi-century projections of sea-level rise reviewed by the Intergovernmental Panel on Climate Change (IPCC) were limited to the rise caused by thermal expansion of the ocean water as it heats up, which the IPCC found could reach up to a metre by 2300. However, this estimate did not include the potentially larger effect of melting ice, and research exploring this effect has considerably advanced in the last few years. The new study is using a complementary approach, called semi-empirical, that is based on using the connection between observed temperature and sea level during past centuries in order to estimate sea-level rise for scenarios of future global warming.

"Of course it remains open how far the close link between temperature and global sea level found for the past will carry on into the future," says Rahmstorf. "Despite the uncertainty we still have about future sea level, from a risk perspective our approach provides at least plausible, and relevant, estimates."
